The courier marks a parcel “customer refused”. The customer, when asked, says nobody ever came. Now the store has two stories and one returned parcel. Deciding between them by guesswork can mean blaming a real customer or paying for a courier’s shortcut.
A refusal is a claim, not a fact
Treat the courier status as a claim until the customer has had a chance to answer. The earlier post on fake refusals and missed deliveries makes the point that the status alone does not say what happened. The “customer not available” note shows how thin these labels can be.

Ask one neutral question
Suppose Saanvi Studio’s illustrative order #1042 comes back marked refused. If Priya opted in, a neutral message can say the courier reported the delivery was not accepted, and ask whether she is still expecting the order. It should not accuse her or assume the courier is wrong. The goal is a timestamped answer on the order, not a winner. If she says she never got a call, that goes to the courier dispute. If she did refuse, the store has the reason.

Keep the record for the courier conversation
A courier dispute goes better with evidence: the customer’s reply, the time you asked, and the attempt details. Without them the store can only say what it believes. A record filed against the order also helps the next decision on whether another attempt is worth paying for.
What Hextor builds behind the question
Hextor Labs’ failed delivery flow messages the customer on WhatsApp when a courier marks an order undelivered or refused. The answer is timestamped and filed against the order, and a re-attempt or a courier dispute is raised from what the customer says. It runs in the store’s own accounts, with a handoff to a person.
