One returned parcel is bad luck. Three from the same customer is a pattern the store is paying for. At some point the honest answer is to stop offering cash on delivery to that customer. The question is where that point sits and how to tell them without a fight.
Count refusals, not frustrations
Decide what the store counts: a courier-recorded refusal, a return after no contact, or both. Keep it to facts in the order record, not impressions. The fake refusal article shows why a single record can be wrong, so give the customer a chance to explain before counting a case against them.

Set the limit before you need it
Choose the number of cases that ends COD for a customer while you are calm, not during an argument. The prepaid option article covers what to offer instead: the customer can often still order, just paying online first. That keeps the relationship without the repeat cost.
Tell them plainly and keep a person on the reply
If the store decides to stop COD for someone, say so directly and without accusation: what was recorded, what the store can offer now and who to talk to. An angry or confused reply deserves a person, as the RTO explanation article describes.

Saanvi Studio: the third return decides
In this fictional example, a customer of Saanvi Studio has three courier-recorded refusals. The store's rule ends COD at three. A team member messages the customer: future orders are welcome with online payment, and any past case can be reviewed if they disagree. Priya's single return, by contrast, changes nothing for her.
What Hextor builds around the limit
Hextor's failed-delivery flow ties each answer and courier outcome to the order, so the record behind a refusal decision is in one place. During the audit, you can set the store's limit and the message that goes with it. The decision stays yours. We promise no change in refusal rates.
