If the customer ignored the first message, the same words in the same shape are likely to be ignored again. The silence may not be a refusal. Give the second message one new thing

It needs one new, useful thing: the order in plain words, the amount she will pay on delivery, or a single tap to confirm. One new detail gives her a reason to open it again; a louder version of the first message does not. Keep the tone of a person, not a timer
A reminder bot talks about the system: "Your order is pending confirmation." A person talks about the customer: "Your order is ready to pack, we only need your yes." The second wording is shorter and kinder. It also leaves room for a reply that needs a human, such as a changed address, and a person on the store’s side can pick that up.
